HIGH PARK MIXED COMPETITIVE SECTION RULES 2013-2014

1. Preface:  The Competitive Mixed Section and the Club rely on all members of the section to act within the spirit as well as the letter of these rules.  The Competitive Mixed Committee prefers not to have to act as arbiters and asks all teams and members to do all things fairly.

2.  CCA (and OCA) Rules – The current rules of the Canadian Curling Association apply to all matches, with minor exceptions as noted in the rules that follow.

3. Team Composition - In order to play in the Mixed Competitive Section, all team members must be in good standing with the Club and the Section (for example, they must be up to date with their section fees and prize fund assessments according to the records of the Club). Questions relating to a player’s good standing in the Section (that is, that the player has paid all dues and prize fund assessments as of a certain date) will be determined solely by reference to the records of the Club as of the date in question.  Errors and omissions in the club’s records will not be considered, as it is the player’s responsibility to ensure that he is in good standing and to notify the Club of errors.

 Each team must meet these criteria:

a)      The team must have signed up according to the posted rules of the Club (Signup Procedures).

b)     Each team will consist of four, five or six players.  Any fifth or sixth member will be assessed full section fees and prize funds. Status as a “Fifth or Sixth Player” is determined by reference to the team lists published at the beginning of each series by the Drawmaster and by reference to the Club’s records of the player’s good standing.  A player’s eligibility depends on notification to the Drawmaster and publication of the player’s name on those team lists.  It is the player’s and his or her Skip’s responsibility to ensure the player’s name is correctly recorded and published.

c)      A team must have at least three players, including two registered members, to be eligible to play a sanctioned match.

d)     To be eligible for the playoffs, a player must have been a registered member of a team before February 1 of that season.

4.     Sparing - If not all registered members of the team are able to play a scheduled match, substitutions may be made as long as the substitutions are in keeping with the rules of the Club, including the “Sparing Policy” (September 1994), and:

a)      If the Skip is absent, a spare may skip.

b)     If a team has only three players and the male second is absent, a male skip may still skip (same applies to female situation)

c)      If a team only has three players and the female vice is absent, genders must continue to alternate.

d)     Any infraction of the above rules shall automatically result in a forfeit by default by the offending team.

5.     Length of Games - All regular-season games shall be a maximum of eight ends.  Ties will not be broken.

6.     Game Scheduling - unless otherwise posted, the regular season matches are scheduled to begin at 6:40 p.m. and 8:50 p.m. on the night of play and are to be played at that time, subject to the following:  The digital clock on the east wall will be the official timepiece.

a)      One team not ready:  if a team is not eligible to begin to play its scheduled game within five minutes after the scheduled start time (i.e. by 6:45 or 8:55), the team will forfeit one point, one end, and the hammer.  At the end of every ten minutes thereafter, the team will forfeit another point, another end, and the hammer.  After a delay of twenty-five minutes from the scheduled start time, the offending team forfeits the game by default.

b)    If both skips agree, games may be rescheduled, subject to ice availability.  Rescheduled games must be played before the last night of the Series.  The team requesting the rescheduling forfeits the match by default if the match is not played.

c)      If a team (or both teams) is (are) unable to reschedule a game as a result of participating in a CCA, an OCA or TCA event occurring on a game night, the team(s)  will forfeit the game.  However, the team (s) will be awarded a Loss, rather than a Default Loss and an Aggregate Points deduction for the default will not be assessed.

d)      A time limit is in effect for the first draw only:  no more than two ends may be completed after 8:20 p.m. No more than two ends may be completed after 8:20 PM. (or in the event that the Committee extends the 6:40 PM scheduled start time, 100 minutes after the delayed start time). If the last rock of the sixth end is in play (has crossed the tee-line) before the clock shows 8:21 PM, then eight ends may be played.  If the sixth end is otherwise still in progress when the clock reads 8:21 PM, a maximum of seven ends may be played.  If there is no game scheduled for the ice at 8:45 p.m. this rule is waived.

e)      At their discretion, the committee may decide to extend the finish time for Game Scheduling (rule 6 d) for up to 10 minutes beyond the normal 8:20 because of, for example, extreme weather or traffic conditions that cause a significant number of games to start late.  A decision to extend the schedule will be made prior to the start of games; it will apply to all teams playing that draw; and a notice will be posted informing the later draw of the delay. 

f)       No time-outs are permitted.

7.     Scoring - Teams are awarded points for the results of each game.  At the end of each Series (as determined by the Drawmaster), standings will determine points awarded to team for the Aggregate Challenge, and which will determine promotion and demotion, and playoff participation.  Scoring is as follows:

a)      At the end of each game, the winning Third (or one of the Thirds in case of a tie) shall record the result of the game on the score sheets provided in the Draw Room.

b)     Each Game is scored as follows to determine the teams’ rankings within a Series.  These points are not added to the Challenge (Aggregate) Points total.

i)      Win       -       6 Points

ii)     Tie            -      4 points

iii)   Loss      -      2 points

iv)    Default Loss      -      0 points

c)      Tie-breaking:  When Series points are equal, tiebreakers will determine rankings and possible movements between flights.  At the completion of each individual series, the following criteria are used in the order presented:

i)      the won-lost record of head-to-head games among the tied teams in that Series

ii)     the total score of a shoot-out wherein each team member shall throw one swept rock to the button.

iii)   a coin toss by the Draw master.

8.     Challenge (Aggregate) Points

a)      For the first series, all teams shall be seeded 1 – 24.  The top 12 teams shall play for “B” points in the following pools:  Pool 1:B1, B4, B5, B8, B9 and B12.  Pool 2: B2, B3, B6, B7, B10 and B 11.  An identical format shall be followed for teams ranked 13-24 (pools 3 and 4) and they shall play for “C” points.  Seeding at the beginning of the season will be consistent with the final standings of the previous year.  At the discretion of the Mixed Committee, seeding positions may be altered by factors such as: changes in team composition or the perceived strengths of new teams. 

b)      At the end of the first series of each season, the top three teams from each of Pools 1 and 2 will be assigned to Division A for Series 2, the next two teams from each will be assigned to Division B for Series 2, and the two last-place teams will be assigned to Division C for Series 2.  The top team from each of Pool 3 and Pool 4 will be assigned to Division B for Series 2, the next two teams from each will be assigned to Division C for Series 2, and the remaining 6 teams will be assigned to Division D for Series 2. 

c)      In all other series, the top two teams at the end of each series in B/C/D Divisions are promoted to the next Division and the bottom two teams in A/B/C are demoted to the next Division.  Tiebreakers apply to the movement between Divisions, not to the Aggregate Points.  If three teams are tied for second place in C division, they split the Aggregate Points evenly (i.e., [232+222+212]/3 =222 each).  The team that wins on tiebreakers advances to B Division.

a)      Aggregate Challenge Points: At the end of each Series, the teams are ranked within the Divisions and awarded the Series points they have earned.  The points are accumulated by team throughout the season and the sum of the Aggregate Points determines the Aggregate Champion and the playoff rankings.

b)     Default Penalty: For each game defaulted during a series, the offending team will have 10 points deducted from their accumulated Challenge Points.

9.      Interpretations of the Rules

      In the case of disagreement between skips over fouls, forfeitures or questions of interpretation of these rules, the skip who wishes a ruling must contact the Drawmaster at the time of the incident, or as soon as practical after that incident.  The Drawmaster should make the decision as soon as possible after discussing the situation with the other skip involved.  Advice of members of the Mixed Competitive Committee is not binding on the Drawmaster and, for consistency; skips are to consult the Drawmaster rather than other Committee members.  If a player wishes to protest a Drawmaster’s decision, he or she must do so to the Section Chair in writing within 7 days of the game to which the protest relates.  The Chairman and Drawmaster will review the issue and respond as quickly as possible in the circumstances.
